The role played by Britain’s secret services in investigating the terrorist bombing of a London market bodes well as premise but Crowley’s film fails to maintain the tension between omniscient surveillance and closed worlds, losing itself in pace shifts and plot. Playing initially antagonistic representatives of the UK’s legal system, Bana and Hall struggle with a lacklustre script and an attraction that’s clearly bound for the bedroom. But the bird’s eye, Big Brother shots of London are stunning.
