Why us, customers, are supposed to shoulder the burden of underpaid staff? Surely, it's responsibility of the employer to pay a reasonable salary to their staff and/or the government to guarantee to the workers receive a reasonable minimum wage for their job? This is patronizing on the governments to implicitly require customers to cover up for the missing earnings of the hospitality industry staff, as if the customers were operating as a charity, which, in most cases, they are not. Besides, it raises the problem of consistency. If I am to tip a customer service staff working in the hospitality industry, then whywe don't tip a clerk at a retail store, a salesperson here and there and a cashier at the supermarket? Enough said.
