Keibelstrasse was an Police detention centre in which the Stasi also held and interrogated prisoners. As such, it would be mistaken to think of it as exclusively an memorial to political repression. Both ordinary criminals and political prisoners were sent there and processed, If they were to be held longer, politicals were then taken to Hohenschönhausen. It certainly raises interesting questions about the role of the Police in the GDR repression, but I don't really understand its characterization as in some way more "dramatic".
